Biography:
Harold Foster is majority Partner, President and Director of Financial Supermarkets, Inc, a professional school for pre-license and continuing education courses for the insurance community, and a full-service insurance and investment brokerage. He is an award-winning sales executive with over 32 years of experience underwriting life, health, property and casualty policies for major insurance firms as well as an investment advisor selling securities, mutual funds, medical savings accounts, and estate planning.

Financial Supermarkets, Inc. is a licensed and approved school for pre-license and continuing education coursework in New Jersey, Pennsylvania, Maryland, and New York and qualifies for federal government education funds. It currently offers 54 courses in life, health, property and casualty insurance including business ethics, NJ CAIP and PAIP certification, Medicare supplemental and disability income insurance, charitable giving, buying and selling business insurance, and estate planning tools and techniques. Mr. Foster was the architect for all the courses, hires the expert faculty for those courses he does not personally teach, and coordinates the courses and instructors.

A certified teacher in the field of insurance since 1978, Mr. Foster has taught extensively and continuously, including seven years for Vernon Publishing where he taught Basic Capital Needs Analysis, a sales techniques and tools course, to agents. Mr. Foster’s professional certifications include the Series 7 Securities license obtained in 1974, Registered Health Underwriter certification in 1979, Certified Financial Planner certification from Adelphi University and designation as a Fraternal Insurance Counselor from the Fraternal Field Managers Association, both in 1985, and the Certificate of Philanthropic Development from the National Association of Charitable Estate Counselors in 1994.

Mr. Foster’s professional education included completing the Mutual Funds course taught by Securities Management and Research, and the Life Insurance and Related Government Benefits for the Federal Civil Service course taught by American National Insurance, both in 1978. Registered Employee Benefits Consultant designation from American College in Bryn Mawr, Pennsylvania.

Major corporate clients for whom Mr. Foster has taught pre-license courses include The Prudential (multiple assignments including property and casualty and regular life insurance), Gibraltar Securities (life and health), Cartaret Savings (life and health), and Fred S. James & Co. (property and casualty). He is also Director of the Insurance Institute of Passaic County College and Administrator for Continuing Education for the Passaic- Bergen Life Underwriters Association.

Mr. Foster demonstrated extraordinary ability as sales professional in his first year as an underwriter in 1972, when he broke New York Life’s Bloomfield, New Jersey office record by generating $2.3 million in premiums and was admitted to the Top Club, New York Life’s second highest category of recognition based on volume. From 1972 through 1978, he won industry awards on an annual basis: the Health Insurance Quality Award, the National Quality Award, and the National Sales Achievement Award.

Currently on EOF Advisory Board at Ramapo College, Vision 20/20 of Passaic County Advisory Board and Advisor to Board of the Passaic-Bergen Life Underwriters. Currently serves as Congressional District-Coordinator for District &(currently Hon. Bill Pascrell, Jr.), thru the Nat’l Assoc. of Life Und. Mr. Foster was also selected to serve as a content specialist for the Board of Examiners of the Certified Financial Planners Board of Standards for the March 2001 Examination for the CFP® Candidates.

From 1973 to 1985, Mr. Foster was a member of the Million Dollar Round Table, which is indorsed by the National Association of Life Underwriters, Recognizing sales achievements, and in 1985 he attained membership in the Court of the Table for earning $105,000 in life and health commissions, the times the productivity required to qualify for the Round Table. In 1985 the National Association of Life Underwriters also nominated him for New Jersey State Life Underwriter of the year. Among his l insurance clients are the city of Paterson, it’s Board of Education and Housing Authority, for whom he has provided dental and/or hospitalization packages. Mr. Foster continues to serve on a number of insurance industry associations , and is the current Vice Chairman, Region Nine, of the Association of Health Insurance Agents. He is licensed to sell life, health, and property and casualty insurance in New Jersey, New York, the District of Columbia, Pennsylvania, Connecticut, and Florida and he remains a registered investment advisor for general securities.

A born teacher and a natural leader, Mr. Foster has devoted considerable energy to community and charitable activities. His noteworthy commitment to public service began early in his career and continues to this day. He was responsible for setting up to foundations for his church in 1974 under the National Heritage Foundation, one for a program to combat teenage pregnancy and the other for a community outreach program. From 1972 to 1976 he was on the advisory committee for Burgos & Associates, providing counseling for small business.

The National Association of Life Underwriters twice awarded the Passaic-Bergen chapter its Dublin Award for public service, in 1979 while Mr. Foster was President, for its work with the Muscular Dystrophy Association, and in 1990 while he was Vice President of Public Affairs, for its work with the March of Dimes and its fund raising for the Make-A-Wish Foundation. In 1984 he was Vice Chairman of the Board of INCCA for low- income housing and also President of the Paterson Camp/Gideon’s International. Mr. Foster is a past director of the Paterson Jaycees, and a past trustee of the Elks American Lodge #333.

Since 1985, Mr. Foster has been on the Board of Directors of the Paterson YMCA. From 1994 to 1996, he was Director, Community Options of the Passaic-Bergen; Mr. Foster served on the Health Advisory Committee of Congressman Herbert Klein in 1994 and 1995 and currently serves on the same committee for Congressman Ben A. Gilman. In March 1996, he was named Chairperson of Fairleigh Dickinson University’s Health Advisory Committee.

Mr. Foster holds a certificate in general business from Rutgers and is a graduate of Passaic County Community College, were he made the National Dean’s List in 1979 and earned two Associate of Science degrees, one in Applied Science in Marketing and the other in Science in Business in 1980.

A former Marine, Mr. Foster saw service in the Far East, Australia and California with a Military Occupation Status of Snare Drummer. He was in the Drum and Bugle Corps stationed in Hawaii and left the Marines as a Corporal E3. Harold lives with his wife, Mary Doris Foster, in Paterson, New Jersey, and has raised two children and five stepchildren.

Allan J. Willar, CPhD, Financial Supermarkets Executive Vice-President & COO; Humanity Resourses Development, Inc. President & COO is a Medical Savings Account and Senior Assets Specialist who deals in wholesale health programs for companies and agents, including voluntary group products for dental, vision, pharmacy and other health related coverage. He has set up discount programs using international networks, works with medical records for critical care ID data banks. He also is active in his community and serves on Congressional Health Advisory Committees in New York, New Jersey and Washington DC. He is also donor founder of the Burn Siler Equestrian Foundation and the Idaho Brain Tumor Cancer Foundation, cofounder of the Justice For All Foundation, and the International Humanitarian Foundation Trust.

He is an active member of the Board of Advisors for the Educational Opportunity Fund Program for Ramapo College of New Jersey, and past AHIA Health Chair for Passaic – Bergen National Association of Life and Health Underwriters.

He is an active member of the (NAABC) National Association of Alternative Benefit Consultants a member of (NACEC) National Association of Charitable Estate Counselors and is an Elite Charitable Philanthropic Development Officer with The National Heritage Foundation.

Mr. Willar has recently been appointed Chairman and CEO of Humanity Resources Development, Inc. (Financial assistance and humanitarian projects for developing nations).

With over 40 years experience in a wide variety of business and investment pursuits, many of them health related, Allan Willar will lead IBT&IC’s financial and business activities to build a successful organization that will carry out our humanitarian goals world wide.

Mr. Willar will oversee the financial reconstruction of the Nuclear Power Plant in Boise Idaho for the purpose of setting up treatment facilities for deep-seated inoperable brain tumors utilizing Boron Neutron Therapy.

When finished and set into operation it will be the only privately owned and operated nuclear facility in the world.

The new facility will also supply all of North America with Molly 99 radioactive isotopes for research, medical and industrial use.

The seven hundred and fifty million dollar project will also fund several charitable projects including world wide indigent access, medical scholarships, and grants to research and development in the field of Neutron Boron Technologies. The new facilities will include a hospital, state of the art laboratory, out patent clinic and living quarters.

On going research shows promise for prostate, liver, and breast cancer. Boron Neutron Cancer Therapy (BNCT) will impact some fifty to sixty thousand lives a year world wide for deep-seated inoperable brain tumors.

It is expected to take eighteen months to two years before the facilities are fully operational. A world-class association of Neural Surgeon and Nuclear Scientist in the field of BNCT will head up the IBT&IC Medical Advisory Team. Mr. Willar will assume his new responsibilities in January 2001.
